Weapon/attachment unlocks still broken on private servers

Weapon/attachment unlocks are still not fully available on private servers, and are often not even representative of the unlocks a player has received on ranked servers. There is an option in the server settings to have everything unlocked, but this doesn't fix the issue.

It is a HUGE concern for me personally and others in my community when it comes time to playing competitive matches. I am involved in a competitive league both locally and abroad (ESL) and being forced to play without your regular (and preferred) weapons and attachments is a serious performance dampener.

Of all the fixes that still need to be done, this is arguably one that requires very little effort for the reward.
