When I try to play Multiplayer all games are empty, why? Where is everyone?

I'm using a PS4 and I've only had this problem since loading CRIMINAL ACTIVITY. Is this a common problem?

I dont know but i can still play the hardline maps but there is n-one on the criminal activity maps. I can get on but no one else there.

The entire issue here is you are trying to play a game that has virtually died. Almost nobody plays it and even less on the DLC.  http://bfhstats.com/

for me its only the criminal activity stuff that doesnt work, unless i do bounty hunter, but i dont like it much, i usually do heist and it never works, except the original maps

Did you not read my above post? It is due to almost nobody playing this game anymore. Especially the garbage DLC

If youre looking for a game using quickmatch, that could be it. Try using server browser to edit your search and find a better game
