What makes you think you can't rent a server? Everybody in Europe should easily be able to rent a server. There's even datacenters in those two countries that host Battlefield 4 servers so would be illogical otherwise.
It doesn't appear in the multiplayer screen. All other Eurpean countries are able to rent one except Belgium and Holland and this is no lie! Help desc says you have to make a comlpaint at this forum and maybe, maybe they will try to fix this discrimination problem. If you pay for a car and you get a goat ,what would you do ?!?
The PC version don't rent through the multiplayer screen and there people from Belgium and Holland can easily rent servers so don't know why consoles should be any different. It might be a bug or perhaps the laws in those two countries doesn't allow it, but that's just guesses.
I'll forward it up to some people from EA to look into it.
