Why do I have such * performance?

My specs are as follows:

CPU: Intel Core i5-4460 @ 3.2GHz

RAM: 12GB

GPU: Nvidia GTX 960

OS: Windows 10

My FPS is virtually the same regardless of my settings with 'High' and 'Ultra' reducing it even further. I average around 30 but get constant stuttering and partial "freezing" lasting up to 3 seconds. All my drivers are updated and I've tried reinstalling and repairing BF1 to no avail. Vsync and DirectX settings have no noticeable affect on performance. I'm hoping that someone more intelligent than I can see the issue.

    The fact that your CPU is below minimum specs for BF1 isn't helping your frame rate since BF1 is a very CPU intensive game. Did this start after the latest NVIDIA driver update or perhaps the latest large WIN10 update?

    I currently have 444GB free on my hard drive and my system automatically defrags every other day, so I don't think that's the problem. After moving my game there was no improvement. Thanks for your quick reply.

    Thanks for your response, but unfortunately I bring back news that it didn't fix my problem.

    @PapaEIII

    Check what version of HDMI your monitor and cable support, those could be limiting your video bandwidth.

    I forgot about another thing that brought down my FPS. My card came with Asus GPU Tweak II. Awesome software that lets me tweak speeds and whatnot. Sometimes it says it is running in "game mode" or "Overclock mode" and it actually hurts my FPS. Some kinda bug in the software I think. If I manually set it to one or the other the problem goes away and all video issues are cleared up. Not sure if your card supports it but it may be worth a try.

    I'm pretty positive you're right. I guess the thought of my low end CPU being the problem never really occurred to me because I've never had a problem with any other game. I'm going to go ahead and accept this as the solution. Thanks for your reply.
