I think most of us experienced the same issue... I've found that is a server HW issue.
Have you tried an "NFOServer" server? (Could be NFOServer or any other server provider that actually has good HW and connection)...
I have this kind of problems with most brazilian servers, which are BF3 servers running BF4 and are obviously not powerful enough to support 64 BF4 players...
