    After a few hours off, it unlocked. I don't know when exactly it happened, because just before I got on I checked the app and it said I hadn't unlocked it, but I was able to equip the skin in game. Anyways, issue was resolved for me.

I have this issue but with the [PS4], I finished the final codex (Airborne Cannons) and got the on-screen messages saying everything was complete 100% BUT the skin isn't available as this final codex is showing as incomplete in the codex list in the main menu and in the companion. I can't try to do it again as it is showing as complete from the in-game pause screen so I dont think it will award it again anyway?!?
