Xbox 360 to XBone why buy DLC for BF4 again it's downloadable content

It's strange that when I'm transferring from XBox360 to XBone I need to buy all my DLC's back again. Strange? Yes coz it's downloadable content not even close to hardware. So for BF4 is need a new disc, thats clear, new system new disc, but the content that you've had already downloaded? C'mon it's pure software man, it's like your mobilephone everything you've downloaded will be on that phone even when it's been upgraded. So DICE what i see is that you guys are really here for the money and not for the benefit of the BF community.

What can DICE / EA do? give back our DLC's we've bought and for the peeps that already bought the DLC's again a refund or something in exchange.

Yeah i know but why only the premium members. This is something everyone must enjoy. Not only the Premium members. I bought it on the Xbox 360. So I the owner of the content. I buy i own it. Now whats the difference between the system that premium members are using and the non premium members, I guess there's no difference exept the amount of money. And because of the many issues i've seen on BF4 i don't wanna be premium. Thats my choice. But now that i have to buy something I already OWN there's one thing clear for me NO PREMIUM membership for me.
Just give me my DLC's back. I bought it now I own it. Legally bought and what goes for Premium can be done for the non premium.
