"your order is being processed" screen freezes and the game won't install

I go to buy the game and get to the pay screen. i choose paypal and then it says, "Your Order Is Being Processed      To ensure your order is not interrupted, please avoid clicking the back or refresh buttons." with a little spinning circle below that. the circle freezes and it never unfreezes. The order is never processed. And no, i didn't even touch my computer during this whole time before the page froze. What do I do?
