This may be due to the fact that you're in a close alley or area to your tank to the camera is going on or inside the walls, what I would recommend is either staying in first person when in closed off or smaller areas or to go into your options, video settings, and changing the 3rd person FOV for when you're inside of vehicles, hope I could help!
Still a highly annoying issue!!!
