If the assignments aren't in the Armory waiting to be claimed, you will need to persevere with trying to contact EA Help. Unfortunately, they're the only people who can provide missing in-game items.
If the webform isn't working, you could try clearing your browser cache, disabling browser plugins, using a different browser entirely, of changing the language of the EA Help site to a different language.
I am able to click the submit option, but I am unable to submit a ticket or contact online customer service. It displays the following message: "This issue isn't supported by advisors. Check out our help resources below or visit EA Forums to get help from the community."
