Please use the above link (1809) as I am not sure that is being pushed to users via Windows Update just yet.

So my windows update says up to date.

Why would it not be available on windows update? I would think it would be available when released.

also how do I download it?

where from? that link you provided was for a new Windows install. not an update.

    Windows 10 (1809) Update

    Refer to the top link on that page - It will download the latest channel patch (1809) to your PC. 

    MS release to public via WUS when the patch/Update is finalised internally.
