BFV can't handle cheater even you report them.

There are 5 cheater in one game, When I play... Why I already report them they still play without ban?

Hm, the OP obviously used "the appropriate channels" to report cheaters (as did I many many time without any impact). 

What happens to the OP is that you task him with tracing the cheater, collecting video evidence and convicting him. This is EA's job! As it is EA's job to analyse the code of the cheat and develop technical measures to block the cheat. Nothing of this seems to be happing.

That's why I'm going ps5 for bf6. Now that it supports mouse and keyboard and 120 frames per second it's a no-brainer. Sony does need to get freesync working on their console though.
