Broken volumetric lights with DXR (looks that it happens to everyone using DXR)

Summarize your bug Broken volumetric lights cones with DXR. All walkthroughs I saw and myself have an issue when using DXR, it is particularly visible in the "under no flag" mission, since it makes brighter area at the surface of the sea . Basically it looks like an alpha sorting issue, whatever ground spotlights are on or off there is a bright light cones going out of them and making everything behind them brighter. It looks like a volumetric light cone but instead of the usual smooth volumetric transition here the transition is binary (just like alpha test instead of alpha blend). Also it makes some of the decals which should be visible behind them invisible. How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? Use DXR in under no flag and look at the sea with a volumetric light between your camera and the sea
What happens when the bug occurs? Bright binary area and decals disappearance
What should be happening instead? what happens without DXR
I am surprised no one complain about that since I didn't saw any walkthrough with DXR not showing such artifacts. Even Digital Foundry is not talking about it...
If DXR is set of then the problem disappears, is set to low then the problem disappears at long range, so it is clearly an issue between RTX and volumetric lighting.
