Can’t unlock lunge mine

Hey, 

I’ve been playing for some time but I no matter what I do I cannot unlock the lunge mine.

I have enough coin and rank but will never give it to me.

What happens it I buy it and it loads and then shows me a big “X” then nothing happens.

The coin isn’t used and I don’t get the lunge mine gadget. 
please help
