Cannot Unlock Throwing Knife

Summarize your bug I cannot unlock the Throwing Knife on the Recon class. I'm at level 20 for Recon, have been leveling up for a while hoping doing this would unlock the item, but I still don't have it. Note: I have spoken to EA on the phone/chat 3 times. They've told me that on their system they don't see the Throwing Knife as an option to add it to my inventory, and have advised me to post here.
How often does the bug occur? Every time (100%)
Steps: How can we find the bug ourselves? See screenshots attached.
What happens when the bug occurs? I cannot use the Throwing Knife, which I had in my inventory before.
What should be happening instead? I should have the Throwing Knife unlocked.
I have tried this and this steps to boot in safe mode and clear the Origin cache (twice). I've also disabled the cloud sync option in Origin, and turned it back on. None of this has helped me.
