I checked out the video you sent. The game is definitely having a hard time loading a lot of the menu assets, like you said.
Have you tried repairing the game in Origin to see if that makes any difference at all? If there is missing or corrupted game data that may help fix the issues. If you right-click on BFV in your Origin Library you'll see a Repair option when the menu comes up. Give that a shot and let me know if you're still running into the same issues afterward.
