Yeah, this has been occurring since the first time they introduced a Tier skipping, and has been causing problems ever since, especially for acquiring the Gold Dog Tag.
You get the rank, but not the experience needed for reaching said rank, so it is very misleading.
Chapter 5, I was rank 40, and thought I had the Gold Dog Tag for reaching said rank(since that is what the game tells you, "Reach rank 40 for Gold Dog Tag" on the loading/splash screen), stopping playing as much as I could of, just to discover at the last minute, that I still needed like 680k more experience or something like that, to have enough experience to be rewarded the Gold Dog Tag, it was brutal to find enough time to play to finally have enough experience, but was able to do so with minutes to spare before the Chapter ended.

We are one month further and I think this is intentional.
Reaching level 34, have all unlocked and then fight yourself to the gold dogtag.
So the dogtag is not attached to any level.
