Cheat, hack or bug: players stay alive but you can't see or hit them

Summarize your bug When I died in the suad mode, I saw that one of my teammates were swimming in the water. Map showed him inside the small zone remaining by that point of the game, however, there were no water in that part of the map. He was looking upwards and holding a primary gun, so it seems like he was 'under' the actual location somehow. In the end, when a zone moved to zero safe place, he burned out which means that he still did take damage from fire. I was fast enough to run software and record, please see the link in the section below. You can see his in-game ID in the video: https://youtu.be/O3NxfHmzuu8 On the next day I also saw other players doind this against my squad, when a zone was very small and there were literally no place no hide (just a sheer field). I think it was two players still alive while my squad was clearly alone in that zone. So the game ended then the zone squished and everyone burned.
How often does the bug occur? Rarely (0% - 9%)
Steps: How can we find the bug ourselves? I don't know how to do it and I was lucky to at least film another player doing it
What happens when the bug occurs? ormal players can't see or hit those who abuse this bug (or hack). I think that 'hacking' player can see everyone because when my squadmate were doing it, he kept sending us correct alerts where enemies were, which means that he was able to see them. Theoretically, however, he could use another separate hack for this.
What should be happening instead? All the players should be visible and hitable, obviously
