GPU utilization dropped from 95%+ to 50-60%

I think I fixed the stuttering issue 

updated windows from 1809 to 1903

smooth as butter the past hour or so,

    @EA_Atic  @TigerSchnitzel I updated windows too some days ago but it didn't help to fix my stutter/fps drops. Just writing as a "note to the team" 😉

    updating windows only lasted 24 hours,   

    it is back to stuttering as before, ☹️
