Sound a lot like a problem I've been having; The mouse stutters really badly, and turning is almost impossible. It also usually starts when you get in a firefight.
My system: i5-4690K OC @4.2GHz, 8GB DDR3 2133 MT/s, RX570 4GB, Windows 10 installed on good SSD. Mouse is Logitech G305.
I've experimented with most in-game settings (that are usable on my GPU and resolution), as well as switching between DX11 and DX12, limiting and not limiting framerate in-game or using RivaTuner Statistics Server (which is bundled with MSI Afterburner). None of this worked to fully fix the problem.
Then I saw an outlandish solution on some site. First I disregarded it, but somehow ended up trying it in the end:
Increase the process priority of Origin.exe.
This reliably fixes the stuttering for me. The original posted fix said to put it at "realtime", but I have reservations about that; if Origin then decides to want lots of CPU cycles, it could make the whole system unresponsive. So I've used "high" and it has worked for me.
To change the process priority:
- have Origin running
- start Task Manager
- (use the detailed view by clicking "More details" in the bottom, if you haven't already; Task Manager will remember this setting)
- go to the Details tab
- look for Origin.exe and right-click on it
- under "Set priority", select "High" or "Above normal".
To make sure this actually fixes the problem, you can start the game normally, and only Alt-Tab and apply the fix once you start experiencing stuttering. You can even go back-and-forth to make sure the stuttering returns when you set Origin.exe to normal priority.

I'd speculate that Origin must be doing some funky stuff with inputs in the background (even with Origin In-Game disabled), and if it can't get enough CPU time - or CPU time quickly enough - due to the game requiring most of it, it eats most of the mouse input samples, so they never make it to the game.
This is also consistent with the stuttering usually starting when you're in a close-quarters firefight, since you'd expect the game to dedicate most computational resources to make sure any close-by enemies' animations, physics simulations and gunfire effects are as accurate and fluid as possible. With the game thus suddenly requiring more CPU power, Origin may be left with too little - at least on 4-thread CPUs.
Besides just an Origin issue, it could also be some incompatibility with Logitech's drivers or software.
