@Stroyno323 Can you run that test again, but use the server for Europe? It's 159.153.72.252.

@Stroyno323 That test looks good. Have you tried opening the ports for Battlefield V? If not, you can find them here: http://bit.ly/Open_Ports. You can also get some help with this at www.portforward.com.

@Stroyno323 Can you check your router and see if QoS (Quality of Service) is enabled? If it's not, try enabling it.

Where is setting a have tp-link wr84n?
@Stroyno323 I googled your router. It looks like QoS isn't supported. I'd like you to try using alternate DNS servers with the instructions here: https://support.opendns.com/hc/en-us/articles/115003048283-Changing-DNS-on-Popular-Gaming-Systems-PS4-XBox1-WiiU-. Let me know if that helps or not.

The next thing I was going to suggest would be the google DNS servers. It sounds like you're already using those. Has this been occurring for a long time or did it just recently start?

I'm sorry, but I don't quite understand. Are you saying you don't know when this problem started?
Yes
At this point, the only other thing I can suggest is to try a different ethernet cable. Your UO Trace looks good so I really can't tell why you're getting packet loss. Where are you noticing this?

Have you tried speaking with your ISP to see if they notice any issues?
