You have a 5600G processor with integrated gpu. my take on it is that the APU interfears with your dedicated rx6600.
Can u try disabling it in the BIOS?

i have already done the amd cleanup utility and re-installed drivers. dxdiag is clipped
Your DXDIAG shows the AMD iGPU is still "active", but other than the links i posted i dont know how to help, sorry mate.
