    I FINALLY FIGURED IT OUT!

    Right click on the speaker icon at the lower right in the taskbar.

    Click "sounds" to open the sound control panel.

    Right click on the device (for me it's speakers/headphones)

    Click Properties

    Click Enhancements.

    UNCHECK "Disable all sound effects."

    For some reason this game reads the disable all sound effects box as "just disable all the sound lol"

    repaired game

    reinstalled game

    updated realtech

    updated windows

    i cant thank you enough
