Issue still present. Here are some details I've gathered:
- This is neither a PC hardware issue, a Windows issue, nor an anti-cheat issue. We know because consoles are affected too
- Currently not all servers are affected. Yesterday only half of the Official servers I checked had the stutters
- Some people experience seconds-long pauses, while others only get ~150ms hiccups (which still is very disruptive)
- A burst of stutters occurs when loading into the map (be it at the start of round or when joining a game in progress), then other seemingly-random stutters occur throughout the match
- The number of stutters during the initial burst is somewhat proportional to the amount of players on the server
- The mid-round random stutters almost always come in pairs, but the pairs aren't always spaced apart the same
- The stutters do not occur until players spawn into the map. This is most evident when in spectator mode and the server switches to the next map

It'd be interesting to figure out if all players on a given server experience the stutters, and if they all experience them at the same time. I strongly suspect that each stutter (pair) coincides with a player spawning into the map for the first time for that round.

This is exactly what we are getting. Great example and description. But much longer pausing/stuttering. Like up to 2 or 3 seconds

I get the same kind of problems on different servers. When the game is starting the lag sometimes is so long that you do not even need to measure it with some tool but you can clearly see it on the countdown clock on top of your screen. It looks more like a stopwatch and it goes sometimes like 10...7...5...4...2....0......
First when i noticed this i saw that the GPU was going to 0% and back to normal constantly then i did go thru the GPU drivers but only this game was lagging and at the same time the ping was only around 50ms or even less.
It looks to me like the GPU does not get a feedback from the server "where everybody is". When the game starts "Extr offset" is going thru the roof (green line in the attached screenshots) and then even some "packets" get lost (orange line in the attached screenshots). As soon most of the players and also yourself getting deployed then lag is getting better but then in action scenarios where more players are involved it is getting worse especially if you use a vehicle at that moment.
It is possible that the server resources for this game are simply overloaded and in simple terms the servers can not keep up with counting the stats (for example shots fired/missed/hit etc.) because when the game is lagging while in the same time ping stays normal at ~50ms.
