Sadly that's not a bug but a feature, as they currently forbid team switching. According to the devs that is a design decision that they made.
While you can argue it is a feature, it results in extremly unballanced games - which while not technically a bug, it can make the game unplayable.

Some would claim it prevents unbalanced teams as groups of people can't stack a single team 😉
Well that would be the case, if you could switch to the winning team, or the team with an overload of players - the previous BF-games had functions that prevented just that (no switching to the winning team and no switching because the game would become to unbalanced). So why not bringing these back?
