Yeah, still happening for me too. Haven't seen it mentioned in any YouTube videos by anyone yet. Maybe it is confined to a small number of players, but all the same would be good to see it fixed!

update when this happens get into cover hit options then controls menu then back out and back into game. you can do this in a few seconds and R2 is back as fire again ☺
