I've tried again with the following circumstances: morning time in Europe, zero DICE Tactical Conquest servers in any region, and zero players on Community Games with "tactical conquest" in their name.
I hit quickplay for Tactical Conquest and after ~2 minutes the matchmaker sent me to a Community Game with 0 players, instead of starting an Official server. So I quit, queued up for Strategic Conquest and it put me in a 200% damage Community Game immediately.
On the contrary, matchmaking for Outpost with 0 existing servers almost immediately started a new Official Outpost server in my region. This is the behavior I would expect, not being thrown around unrelated servers.
