Yeah I've done the standard troubleshooting process you described and much more including uninstalled / reinstalled the game, cleared cache, turned off the servers I have running and a few other things to eliminate any other network related issues. Its not a network thing. But I will point out the game takes several times long to load after those steps.
Thanks for getting back! We'll make sure the team is aware of this, but clearing the cache can help with this too if you see it often.
Go to My Games & Apps>Highlight BFV>Press Start>Manage Game>Clear Saved Data.

No ETA, however the team is aware of this and we have it tracked.
