Unable to customize the appearance of my weapons

Summarize your bug: I cannot change the appearance of any of the sniper rifles, but I can customize the specializations for each of the rifles. I have every one of them at level 10, and none of the "skins" are unlocked. Also, the "skins" you get from completing Mastery and Proficiency assignments, are also not unlocked. And I have completed the Mastery 2 and Proficiency 2 assignments for the Krag-Jorgensen.
How often does the bug occur? Every time (100%)
What happens when the bug occurs? Cannot change the appearance of a weapon.
What should be happening instead? You should to be able to use your customize the appearance of you weapons.
