Unable to Set Squad Objective After Spawning In Vehicle

What happens when the bug occurs? Commo Rose appears and I can mouse over an flag objective, but it does not set.
What should be happening instead? I should be able to set flag objectives normally

Two times, at the start of a round of Squad Conquest, I spawned into a tank (don't remember the exact vehicle name) as squad leader.  I pulled up the large map (M) to prepare myself for when the round started so I could set an appropriate objective.  When the round began, I used the Commo Rose to try and set an objective flag (didn't matter if it was A, B, or C) but it was unresponsive.

During the next life, or perhaps after I exited the vehicle, I was able to set squad objectives again.

I'm unsure if this happens in other game modes as well.
