I'm sure what the exact reason was but development for V was definitely rocky; it could have been any number of things but I agree, that would have made for a nice war story
There are movies both about the the Winter War and Continuation War, but there are no triple A fps games including them, which is kind of disappointing. Even American film industry seems to be taking on the subject. There is currently an American film in development that is about the famous sniper Simo Häyhä, nicknamed "The White Death".
