I'll try to answer your question without injection my personal biased opinion.
The majority of EA's games use their in house engine called Frostbite. This understandably complicates the integration of well known anti-cheat software ( e.g Easy Anti-Cheat, Valve Anti Cheat ). Beyond that, Dice relied on stat based countermeasures in the past. "Fair fight" is not a real replacement for a real anti cheat, but strong admin tools in addition to third party plugin for self hosted servers made games like Battlefield 3 and 4 somewhat playable on PC.
Dice promised that they will improve their anti cheat for the upcoming Battlefield 2042. I personally think that anti cheat in Battlefield will improve in the future. Battlefield 2042 will be the first game in the series that features crossplay. Console players will not be amused if the cheater problem persists.
