why are people allowed to advertise hacks on youtube

i was looking for the new anti cheat system info on youtube  and instead of info on anti cheat systems i got lots of videos advertising hacks .How is this legal and why hasn't the industry put it's money , power and focus into stopping these sites from becoming PROFITABLE.

    @sgt2lipton You can report those videos to YouTube. If YouTube decide they have breached the liscence agreement then the videos will be removed.

    @sgt2lipton With YouTube being a separate platform, EA along with any other company cannot control what people post on their site. As @ElliotLH has stated, you'll have to make a report on Youtube and get them to investigate it.
