The twitching of the screen is a result of the 750Ti being too slow to produce a proper number of pictures to get a motion like animation required too make it look natural. In other words the card is too slow for that specific 'advanced' graphics setting.
Personally i do not change any settings outside of the game itself. Changing settings in the _bfv.settings file manually might not always have the result you expect and might cause issues with in-game content like shadows?
i get 70+ fps, the twitching is a bug that happens on every system
