I had this issue as well, it seems to happen because of conference games scheduling conflicts. the solution i have found to fix this is the following: When you get to custom conferences in the offseason go into each conferences rules and change the number of conference games from 8 to 6.; this cuts down on required conference games and makes more opponents available for each team. it may take some of the authenticity away from it but it works.
