Why don't the updated rosters import to a new dynasty?

When starting a new dynasty, the updated rosters aren't being imported properly. The players that have been added since launch are being imported, but the updated ratings are not. I.E. Miami QB Cam Ward overall rating going from 89 - 91. All players in Dynasty revert to their individual launch ratings and traits. Is this a glitch or??
