@Jazzjackson05 If you have still not received the Xavier Restrepo card, EA support has advised that you need to open a ticket at EA Help. I spoke with a representative, Vipin, who was extremely helpful. Vipin said that EA does consider this issue resolved.
Vipin said that all users who have yet to receive the card will need to open a ticket at EA help and reference case number: 192728452
This will let EA Devs know that the issue isn't resolved for everyone.

A lot of cards where gifted on EA's CFB stream with Nick on Friday morning.
If EA can consistently gift top notch cards on twitch every week,
EA should be able to get you and others in the community the Restrepo.
So much wasted movement and resources over the years by Andrew Wilson and the EA board of directors.
Latest update from chatting with EA Help. (I'm going to contact them every few days 🙂 )
"I've throughly checked it and I see it was a known issue and was fixed by the game studio end almost 12 days ago and the game studio have updated that the affected players have been credited the make good for the issue. I see then some of the players have reported that they have not received the make goods and I see your case is also reported few days ago and our game teams will recheck these accounts and if they found that the account are eligible and have not received the make good, they may add it directly and update it from their end to affected accounts."
Hopefully EA Devs are doing this. I again ask that if any players have still not received their Restrepo card, to please go to EA HELP and open a case. The more end users who alert them that it isn't fixed for them, the better chance we have of getting the card we are all entitled to.
