RTG skill/xp bug

I have noticed over all of the Road to Glory characters practice experience does not seem to boost your level experience and a majority of the time that I'm supposed to get skill points I don't get any from leveling up unless it's specifically from leveling up in the weekly schedule. If I level up during a game I do not get those skill points. Is this a bug? It's literally impossible for me to boost my player much because I'm halfway through a season and I've literally only earned five skill points total

The screen shot of thhe weekly agenda was before practice. 

Earned 169 xp in practice and have the exact same amount after. 

Between this and phantom skill points, advancing is nearly impossible.
