This is the Ultimate Team board, so if you're asking about Ultimate Team, that is an online game mode and I'm pretty sure requires Game Pass to play other people. You might able to do the challenges and solo seasons without Game Pass, I'm not sure. But you have to be online.
Offline game modes are Dynasty, Play Now, and Road To Glory. You can also do the mini-games and practice in the training section.
Anything else (Road to the CFP, online Dynasty) will require Game Pass.
