Kapena Gushiken does not upgrade to 99

Saw that every challenge reset on underdogs challenges and saw that the tokens were given to me from grinding today. I grabbed Kapena on the basis that the upgrade token would make him a 99 considering he’s a house rules player. Unfortunately his card does not get the 99 upgrade that the set says.
