Blocking issues in Penn State playbook

I the Penn State playbook plays that involve a linemen or tightend pulling and blocking downfield do not actually block but actively get out of the way of defenders. Also lead blockers down field do not block nearly 100% of the time other than this loving the game, Thanks.
