Custom Playbooks continually using same plays in coach suggestions.

Within a custom playbook, I am continually getting the same plays cycled through under Coach Suggestions despite having others ranked for specific situations. Tried to intentionally rate these continually suggested plays lower, but it has not solved the problem.
