Dynasty Free Practice Not Available

I am unable to do free practice in my online dynasty. We just started the season, week 0 I am unable to do free practice, but others can. Advanced to week 1 and still unable to. I am playing navy, switched to BIG 10 and my schedule was completely locked and all of my bye weeks were week 0, week 1 and week 2. I am wondering if not being able to do free practice has something to do with my bye weeks. If so, was this intended or a bug?
