This is specifically for the Raw Strength OL Archetype. Adding pips to Pass Block lists upgrades to Run Block Power, Run Block, and Run Block Power again. This does not result in a double upgrade to Run Block Power. It is likely a bug in that the third value should be upgrading Run Block Finesse as it is a value that a Raw Strength OL cannot upgrade currently.
[If they ever get to upgrade anything with how expensive the archetype is]
Similar bugs on defensive lineman:
Edge - Edge Setter and Power Rusher cannot upgrade Toughness but require it for Workhorse ability meaning you have to have it as a recruit or it will never develop. Speed Rusher cannot upgrade Toughness either but does not get Workhorse.
Defensive Tackle - Power Rusher cannot increase Toughness but require it for Workhorse ability - Speed Rusher can upgrade Toughness in Power pips.
Edge + Defensive Tackle - Pure Powers can improve Change of Direction and Jumping but not Finesse moves - with Finesse Moves being required for Pocket Disruptor for Pure Power.
LB - not a single Linebacker archetype can increase Toughness. Seems like a bug.
OLB Signal Callers cannot upgrade Agility, Change of Direction, and Press while MIKE Signal Caller can => no point in MIKE Signal Callers
MLB Lurkers cannot upgrade Press and Spec Catch which OLB can - less of a big deal but OLB Lurkers > MLB Lurkers
Boundary CBs cannot increase Stamina or Toughness.
I have not checked safeties available upgrades in game but LBs don't have Toughness upgrades so why should Box Safeties get toughness upgrades for their Workhorse Ability?
