Dynasty player progression settings.

When you create your online dynasty, and you set the league settings for player progression to manual, shouldn't that setting be locked for everyone? Even though my league settings are on manual player progression, other users in the league can change their player progression to auto it's not locking the settings. I asked chat GTP and it said the setting should be locked and they should not be able to change that setting. Is this a bug or is that how it's supposed to be are they allowed to change the league settings on player and Coach progression even though I have it set on manual and I'm the commissioner?
