Dynasty substitution error

I am playing dynasty offline. I switched  spots for my #2 and #3 WR in the third quarter in the depth chart.   Instead, it put my last string TE as #2 WR for the rest of the game.  I tried to auto re-order.  I swapped that TE with the WR.  Nothing.  I couldn’t get #2 WR in at any position.
