(Offline) Players not gaining XP with the Auto-Progression off

I have an offline dynasty with Missouri State and realized at about Week 8 that none of my players have gained XP throughout the season. I had the auto-progression setting off and set to 20% restriction of XP. When I turned auto-progression of players on, they started gaining XP like normal.
