Update, i just tried again using a different base playbook and editing it a different way. I got through to where I have 461 plays and went back and saw formations I had selected were again missing most of the plays I selected, yet they were counting toward the playcount. So there is clearly a bug with playbooks right now and it needs to be patched ASAP as creating playbooks is a big part of the game and it makes it impossible to do so right now.
