I have a similar issue in recruiting. At the start of the season in building my recruiting board, in "team needs" I need 3 WR because of a senior heavy class about to graduate. I will have 2 remaining WR on my roster at the end of this season. They are ranked in the low 80s.
Approx 40% of available WRs are locked out, with the majority of them because of a "C" rating in playing time (with some players listing the playing time I have as D.). How does having 2 returning underclassman provide a "C" playing time ranking?!?!?!? I have three EMTPY WR slots to fill, with guaranteed playing time. Shouldn't that be an A for playing time?
