Recruiting issue

Started season 4 of my dynasty. When I set up my recruiting board in preseason I  have 1250 hrs.  Use them up and move on to next week. Week zero, I have 1000 hrs. I use them up, go to week 1 and my hours don't renew. They are stuck on zero hours, I have even simulated thru week 1 to week 2 and still the same thing. What is going on? Also, recruiting is set to manual. Didn't have an issue till after I finished my season on September 18th which is after update. Ieven tried starting a new dynasty and experienced the same problem.
